Adding more capacity to the system requires constant work, and presents some special problems. The men try to cut off the power when it will cause the least inconvenience to the fewest people, but the best they can do it sometimes bothers a good many. Broiler growers suffer worse from blackouts at night than in the daytime. By day the chickens only have to go without water while the power is off but when the lights go out at night they may get scared, pile up in a corner and smother each other.
